Project Title: Route 94 over Blair Creek Scour Protection MP 320-MP 326
Location: Blairstown Township, Warren County, New Jersey Project Client: Ritacco Construction, Inc. Project Sponsor: New Jersey Department of Transportation
Purpose and Scope: The New Jersey Department of Transportation (NJDOT)
proposed to install scour protection at the Route 94 over Blair Creek Bridge in Blairstown Township, Warren County, NJ.
The survey was performed to comply with a condition of the NJDEP General Wetlands Permit. Scour protection measures will
have temporary impacts to the surrounding riparian habitats and stream beds. Amy Greene Environmental
was contracted to perform environmental construction monitoring for the New Jersey State Threatened wood turtle (Glyptemys insculpta),
and two New Jersey State Threatened invertebrates, the triangle floater (Alasmidonta undulata) and eastern lamp mussel (Lampsilis radiata).
Highlights and Results of Services-Available information from NJDEP was reviewed and potential impacts to
endangered and threatened species and their
habitat was assessed. The project area was listed by NJDEP Natural Heritage Program to be habitat for the State Threatened wood turtle,
triangle floater and eastern lamp mussel. As part of the NJDEP Freshwater Wetland Permit
and Flood Hazard Area Permit conditions, the applicant was required to provide a qualified construction monitor for these species during critical
phases of construction. Based on the findings of the initial survey, the NJDEP Endangered and Nongame Species Program (ENSP) required the entire project
area to be cleared of all freshwater mussels for the duration of the project. At the completion of the survey reach, each specimen was identified to species, measured
and relocated to an appropriate area upstream of the work activity.
